Last week we thought that we would not have time to comment on this one, but after being inspired by the work of others, and some ice cream, we found a second breath and collected our concerns into a concise submission. This proposal has a deceptive title, numerous voids in content, and alludes to work that needs to be done but appears to lack any mandate.
